According to the FAO Code Art. 7.3 there are two methods governments can use to regulate the availability of pesticides in their countries: 1) not registering a product and 2) as a condition of registration, restricting the availability to certain groups of users in accordance with a national assessment of the hazards involved in the use of the product. In addition the FAO Code calls on the pesticide industry to consider prohibiting sales. These options have not been used enough up to now to prevent harm. Documenting false pesticide use can support implementing such options and avoid harm.
